ALL MEMBERS:
It is official!
Philadelphia Parking Authority (PPA) will
NOT issue Avis Chauffeur Drive Program any type operating authority now or
in the future per discussion had between myself and Vince Fenerty (PPA Executive
Director) during the monthly PPA Executive board meeting held yesterday.
You
were made aware of this initial decision when Tony Viscusi (Global
Limousine), Roman Barkan (Concord Limousine) and myself attended the PPA TLD
meeting held Thursday February 4, 2010. At that time, Fenerty made his intentions
known to this group to not allow this type entity acquire operating authority
as it clearly violates current regulations. Michael Baretto (Flyte Tyme Limousine)
was also in attendance to hear this much anticipated news.
Thank you
for those who have assisted over the years of keeping the regulators informed
and by applying
the proper pressure in presenting factual information to assist the PPA
with making this proper decision. We can now count Philadelphia as another
major city that stopped the initiative of Avis in any further efforts they
may consider around the country.

ALL MEMBERS:
Due to the pending weather prediction, and fact that most are still
far behind in the "catch up" from last week storms, we have decided
to cancel this month meeting for Wednesday, Feb 17th. However, this
does not mean we do not have significant issues to be discussed, resolved
and in need of your participation. We will keep you apprised of all
developments and indicate where you too can assist with our various
efforts for sustaining your business.
Respectfully,
Philip
Happy (and prosperous) new year to one and all!
I want to take this
opportunity to offer my sincere wishes that we were all able to enjoy
the Holiday season. Business continues to be cyclical but we seem to view
improvement in our customer base returning to their transportation needs.
I had the great pleasure starting off the season by participating in
the annual Philadelphia Regional Limousine Association "Limo By Santa" event on Monday December
14, 2009. Accompanying Santa on this most worthwhile event were representatives
from the following companies:
- Aries Transportation Group
- Global Limousine
Service
- Private Coach Limousine Service
- Profile Transportation
Service
What a blessing it was for our members to view the great
joy and excitement brought to the children at St. Christopher
Hospital for Children during this now our seventh year. You cannot truly
understand what this event means to the kids until you have participated
in such an event. A Big Thanks to those who made this an annual calendar
event with your huge donation of toys, limousines and time. Such
a success it was that the staff have already marked their calendar for
us to return this year on Monday December 13, 2010.

Not
shown in the photo, but is an annual participant, is
Liz Hunter of
Limo
Digest magazine.
In
closing, I ask that you please take a moment to read this story
as written by one of Santa's helpers- Linda Jagiela (click here
to read the story). Once
you read this, you too may be inspired to mark your calendar to be
certain you do not miss such a great opportunity to be part of the
eighth annual Limo By Santa event.
So you
see Virginia, yes there really is a Santa Claus..... Merry Christmas and
a Happy New Year,
Santa

ALL MEMBERS: Important information for those traveling I-95.....
" Maryland SafeZones Automated Speed Enforcement pilot
program has begun and is coming to the I-95 ETLs Project.
The Maryland SafeZones program goal is to make work
zones safer for workers, drivers and their passengers. As
part of the pilot program, on October 1, 2009, mobile enforcement
vehicles (vans or SUVs) began rotating among work zones throughout
the state, including:
- I-95 between MD 198 and MD 212 in the ICC work zone in Prince
George 's County,
- I-695 at Charles Street in Baltimore County , and
- I-95 between I-895 and White Marsh Boulevard in Baltimore
County
In the upcoming weeks, the MDTA will place signs in the I-95 ETLs
work zone to alert drivers of automated speed enforcement use. Crews
will place a "speed trailer" to display the posted speed limit and
drivers' speeds in advance of the enforcement vehicle. If
your vehicle is traveling at least 12 miles over the posted speed
limit when you pass the enforcement vehicle, you may receive a citation
in the mail - the speed limit on this portion of I-95 is 55 mph.
The District Court has set the amount of the civil fine at $40. For
more information about the program, go to http://www.marylandroads.com/Index.aspx?PageId=780 ."

ALL MEMBERS: Here is a time we could help fellow industry members
with the Avis/WeDriveU program that has been approved to operate
in the New York city area.
Take a moment to weigh in on the blog
referenced with your comments so that we may help the LBOA organization
with this detrimental program being allowed to operate in their
city and perhaps prevent the spread to cities around the country.
Your comments
about the Avis/WeDrive/U article
will be greatly appreciated.

ALL MEMBERS: Summer is quickly passing by and as the calendar illustrates we are rapidly approaching the Limousine, Charter and Tour Show October 7 & 8, 2009 at Mohegan Sun, we need to know who would like to avail themselves to FREE round trip bus transfer.
LCT is providing free bus transportation from the Philadelphia region to Mohegan Sun and return. In order to determine the pick up location, size of vehicle, time and date for departure, we need to know who will be participating in this generous offer. Please take a moment to respond to both Kristen and myself to indicate such:

Thank you for your prompt attention to this matter.

ALL MEMBERS: Once again we have blazed our continuing path through the halls of our
state capital making presentations to House Representatives and the PA
Public Utility Commissioners.
From the comments we received during our
meetings to the follow up briefing after our long day, I can assuredly
state that we made significant headway in our efforts. We have secured the
commitment of many that agree on allowing only PA PUC regulations be the
only regulations statewide. Once successfully submitted before the legislative
bodies, the Philadelphia Parking Authority would only provide enforcement
of these statewide issued regulations that have been properly formulated
and promulgated through the present rule making procedures. Special thanks go
out to the following members who sacrificed yet another business day
to sustain the livelihood of the industry:
Left to right back row) Jim Schantz/Legislative Assistant to Senator Lisa
Boscola, Philip Jagiela/Aries Transportation Group, Jim Salinger/Unique
Limousine Michael Baretto/Flyte Tyme Limousine, Robert Fry/Elite Limousine,
Anthony Onarata/Adamo Limousine. Not shown in photo- Paul Mundy/Frankford
Limousine, Linda Moore/Limousine, Charter & Tours.
There will be follow-up
meetings scheduled at the request of several we met with yesterday.
During those meetings, it would be my hope that many more would avail themselves
to this endeavor as the single most comment made by legislators was: "where
are the operators from Philadelphia who this would have the greatest affect
on"?
Yes, where
were the fellow members from Philadelphia or those who do most of
their business within the city limits?
This is a question that must be
answered with a "count me in for next time and all times in the future".
Without this demonstration of strength, we weaken our efforts in demonstrating
the travesty our industry has been suffering under since the regulation
implementation of the PPA. Without this commitment from those within and
the association or not yet members of this great association, we will quickly
fatigue those who continue to "Walk On Harrisburg". Without the commitment
to get involved in the simplest of task to write, call and meet with your
representatives, we will not get our message out loud and clear. Next time
you see one of the above individuals, give them a handshake or note of
thanks for their desire to see our success place an average of $10,000/year
back into your company pockets once we no longer pay the excessive fees
to the PPA.

ALL MEMBERS: Per the information I provided at our monthly
general meeting last Wednesday, I have linked a draft letter
that is to be sent by email and hard copy on your stationary.

Senate SB759 Support Letter 7-09.doc
When sending by email, please include copy back to me (philip.j@aries-limousine.com)
so that we may follow the support (or lack of) through the Senate.
We continue to pursue meetings with legislators across the region from both House
and Senate. As I have stated before, I am more than willing to make myself
available for any meeting you schedule in your legislators home office OR
Harrisburg.
Our legislators are still wrestling with the State budget but
we must keep our efforts in the forefront of their minds
also. You may follow this link to determine your legislator and find their
respective email and home office address:

Please do not delay, take the time to get this to your legislators now.
I will be sending a House letter before the week ends and request
you to do the same procedure.
ALL MEMBERS:
Please review some new Newark Liberty airport procedures as
sent to Barry Lefkowitz/Executive Director LANJ Subject: RE:
Newark Airport - New Parking Lot Technology
Good Afternoon Barry,
Your contact information was
forwarded to me from my Julio Pereria. My
name is Michael Chisolm and I am the Supervisor of Parking Operations
here at Newark Liberty. I wanted to take a second to share
with you the details of a few new technologies that we
are implementing here at the airport which should make the exiting
for your members much more convenient.
The first technology is the implementation
of cashier-less or unstaffed lanes. We have officially implemented this technology
into one of our "mini-plazas" located in the short term parking
lots this week and we will be expanding this to other lanes in
the coming weeks. We have implemented this technology into
the E-Zpass lanes and they allow for automated processing transactions. As
an example, the average transaction time for these lanes if generally
45 seconds. This new technology has shaved these transaction
times to 10 - 15 seconds. If your members are parked in
the short term lot, they can start using the unstaffed
lanes with their E-Zpass at Mini Plazas 3 now.
The second technology is one
that most of your members will be familiar with: Pay-on-Foot or Pre-Paid machines. The
first machines should be installed by mid-July in Terminals A
and C. The difference between these machines and the ones
that were here in the past is that credit-card will be the only
accepted method of payment. Once the fee is paid, the driver
will be able to utilize one of several Express Pay lanes that
we plan to open, which should again cut down on their exiting
times. Some of these new machines are installed at JFK
and they have reported transaction times of 10 seconds.
Please feel free to contact me
if you have any questions regarded these technologies, or anything
for that matter. Thanks
for helping to distribute this information.

ALL MEMBERS: I am trying to determine who would like to participate in keeping the PPA annual vehicle renewal money in your bank accounts for an additional two weeks.
In our various meetings with PPA officials, we have requested, and been granted, an extension of receiving our renewal stickers at the July 9, 2009 meeting. During our last PPA operations meeting it was indicated that last year most companies paid their annual fee in advance of our meeting. Therefore, they are not willing to offer this extension if the same minimum number of companies what to accept this offer.
Please advise me ASAP if you desire to participate in this negotiated offer to have your money for these additional days and the courtesy of the PPA officials coming to our monthly meeting for distribution of the annual vehicle stickers you have chosen to purchase.
Please respond immediately to: philip.j@aries-limousine.com
Once I am aware of the total count, I will communicate with the PPA for a determination if they will honor our PRLA member only request.
On the legislative front, please be aware that you will be in receipt of a letter that you are to post on your company stationary for email to your respective legislators to request their support/assistance for SB759 and cosponsor support on the House side for the language submitted by Honorable Thaddeus Kirkland.

Dear Colleague:
The Limousine Associations of NJ, Luxury Base Operators Association and Philadelphia Regional Limousine Association made industry history today and improved the image of the industry for the entire country. Today was part of the 81st Annual AAAE Convention. AAAE is the association of all the airport executives. LANJ, LBOA and PRLA were presenters of the "Industry Award" at the keynote address of the entire convention. We took advantage that the Convention was being held in Philadelphia to recognize the "professionalism and outstanding working relationship" that our Associations enjoy with the Port Authority of NY&NJ and its 5 airports and Philadelphia International Airport. James Moseley, Vice President of LANJ and a Board Member of PRLA and I spoke and made the presentations to both organizations, which they were ecstatic about receiving the award in front of all their colleagues across the country. I used the opportunity to give plaudits to the Port in its handling immediately the problem with Avis and their "We Drive U" program and how it violated their contract with the airports. We shared with the convention participants that the NJ Legislature is codifying into law that the template being used by Avis must follow the exact requirements as a limousine operator. The presentations were televised and we will have a copy of our presentation. The good will from doing the presentations can not be measured. But it was a homerun for our industry. We thank Jim, Sergio Sanchez, President of LBOA, and Philip Jagiela, President of the PRLA, for their involvement with the awards.
The Keynote Presenter was the new Deputy Secretary of the USDOT, John Porcari who was present during our awards presentation. He and I spoke about the industry and we have an open door with him.

ALL MEMBERS: Please review the links and the
letter from Linda M. Moore below for exciting news from
LCT.
We are all very aware that during down economies we generally
stay close and focus solely on survival. I believe this is truly
the time you must seek out information, network with fellow operators
and avail yourself to the great seminars presented during show
events. Take a moment of your time to review and make a decision
to be a part of the future rather than a thought of the past.

Dear Association Presidents,
I previously sent you a copy of our association commission
program for LCT East. I am resending it as some of you
have indicated that you did not receive it. We are excited to be able to
offer your association the opportunity to make money just by your members
attending the show. The members do not need to do anything when they register.
I have attached the flyer for your review as well as the agreement. Please
fill in the agreement and send it to Kristen Messineo (fax 310-533-2511).
If you have any questions, please do not hesitate to contact me.
Additionally, I am excited to report that we have arranged
for free bus transportation from Baltimore, Philadelphia
and NY City to the show. If you and your members have an interest in riding
the bus, please let me know so that we can start getting an accurate
head count. I am looking forward to extending the show
while riding the bus to CT.
This year's show is shaping up to be a much talked about event. For the first
time, ever we are having a speed networking event which will give you and
your members to get some face time with the people who have business to farm
in your market. Our key note speaker is John Luther, the CEO of Dunkin Brands.
It will be a great opportunity to hear John speak about a company which is
a household brand to all of us. Please visit the website http://www.lcteast.com/.
We are constantly updating it as new information
becomes available so please book mark it and visit it frequently. I look
forward to seeing you at a future association meeting and at LCT East.
Thanks in advance for taking a moment
to fill out the agreement.

You will find a phenomenal story written about our association and the
efforts we have employed to garner the attention of our regulators.
Once you have read the story: You are needed to save your
company from the continuing devastation of the Philadelphia Parking
Authority.

can I do this"? You will find, linked below, a letter that must
to be copied on your company letterhead and emailed to the
Honorable Senator Tomlinson and your particular legislators.

us, and help
yourself, with the efforts that are ongoing by your Executive
Board during their email campaign to legislators across the Commonwealth.
Time is of the essence as we are starting to schedule meetings with various
legislators for our "Walk
on Harrisburg" scheduled for Tuesday June, 2 2009.
ALL MEMBERS: I am taking a moment to collectively respond
to those who have received notice from the Philadelphia Parking
Authority of their "first violation" and the subsequent fine
attached with this violation. First - by way of response to this
email ( philip.j@aries-limousine.com ),
would you be so kind to indicate if your company has received
this notice from the PPA?
Second - did your company chose to
submit financial information to the PPA?
Third - we will
discuss what value this notice shall serve as part of our legislative
efforts in returning sole regulation of our industry to
the PA PUC.
PLEASE NOTE! All information will remain anonymous
and confidential that is sent in response to this email.
Thank you for your cooperation on this matter and let us
all resolve to protect our businesses from unnecessary regulatory
intervention.

ALL MEMBERS: You are now aware that all PPA registered companies
are in receipt of the latest "action" by the PPA to obtain significant,
confidential financial information of your company.
We are aggressively
in the throws of legislative language to finally be solely
regulated by the PA PUC once SB759 is successfully voted upon.
As an additional measure to secure our success, we will see similar
legislative language introduced in the House within the week.
Due to our cohesive, professional efforts, the PPA is taking
every initiative to thwart these efforts.
You have heard my response
to this request at our last prla monthly meeting. I will
further state that you need to make the best business decision
you are comfortable with for your company. My strong suggestion?
Write, call and visit with your legislators TODAY to explain
the need for their support to vote "YES" for SB759 once it comes out
of committee. If they are members of the House, immediately offer
their cosponsor to that legislative piece.

ALL MEMBERS: Below you will find a link to
a copy of our latest working initiative with the Philadelphia

As
many are aware, during the Phillies World Series, the area
surrounding the stadium was gridlock. In an effort to prevent
this situation in future times for large events (no I do not
think the Phillies will ever win another World Series in our
life time) we have asked to participate with representatives
to offer our input to any parking strategies.
Jim Ney/PPA Director

in this process. Please review the linked map and email me
with any ideas/suggestions to me ASAP. The
designated PRLA members will attend their monthly PPA/PRLA

The time is now for this mass effort to show your support to
protect the interest of your company well being. We have tolerated
the PPA onerous regulations for far too long and now is the time
to convince our legislators of our need to permanently exempt
our industry from their control.
Thus far we have eight cosponsors to the legislative language
the Honorable Senator Erickson has introduced on our behalf.
Please find your representative by going to the following web
site:

This will allow us to track the response and provide specific
information to any legislator that may need questions answered.
Don't delay, do this today....
Think we are alone in our efforts? Absolutely not!
You may remember from our meetings, that we have established
a professional relationship with the Pennsylvania Bus Association
Executive Director, Elaine Farrell. She too has taken our cause
to her members and are following the same protocol with her association
members to rally support with legislators.
Look forward to receiving more direction on this subject in

be introducing the same legislative language into the House next
week.

ASSOCIATION PRESIDENT CALL 3-16-09.pdf
NLA President Ron Sorci has maintained the tradition,
started By Jeff Greene, of
hosting these calls on a monthly basis with the Association Presidents
and Executive Directors from around the country. In order to
keep Philadelphia Regional Limousine Association members current
on national issues, I felt best to share these items with you.
You will note the date for our annual NLA "Day on the Hill".
Please give consideration to attend this most worthwhile event,
as we have demonstrated in Pennsylvania the great significance
meeting face-to-face with legislators can be.
On that note, please
be certain to follow through with your commitment to save
your company from the onerous, aggressive PPA regulations. Take
the time now to write Senator by way of email/snail mail
and be certain to include a copy to me for tracking of legislators
responses.
