PRLA MEMBERSHIP INFORMATION
ALL MEMBERS:
It is official!
Philadelphia Parking Authority (PPA) will
NOT issue Avis Chauffeur Drive Program any type operating authority now or
in the future per discussion had between myself and Vince Fenerty (PPA Executive
Director) during the monthly PPA Executive board meeting held yesterday.
You
were made aware of this initial decision when Tony Viscusi (Global
Limousine), Roman Barkan (Concord Limousine) and myself attended the PPA TLD
meeting held Thursday February 4, 2010. At that time, Fenerty made his intentions
known to this group to not allow this type entity acquire operating authority
as it clearly violates current regulations. Michael Baretto (Flyte Tyme Limousine)
was also in attendance to hear this much anticipated news.
Thank you
for those who have assisted over the years of keeping the regulators informed
and by applying
the proper pressure in presenting factual information to assist the PPA
with making this proper decision. We can now count Philadelphia as another
major city that stopped the initiative of Avis in any further efforts they
may consider around the country.

meeting for Wednesday, Feb 17th.

Happy (and prosperous) new year to one and all!
I want to take this
opportunity to offer my sincere wishes that we were all able to enjoy
the Holiday season. Business continues to be cyclical but we seem to view
improvement in our customer base returning to their transportation needs.
I had the great pleasure starting off the season by participating in
the annual Philadelphia Regional Limousine Association "Limo By Santa" event on Monday December
14, 2009. Accompanying Santa on this most worthwhile event were representatives
from the following companies:

What a blessing it was for our members to view the great
joy and excitement brought to the children at St. Christopher
Hospital for Children during this now our seventh year. You cannot truly
understand what this event means to the kids until you have participated
in such an event. A Big Thanks to those who made this an annual calendar
event with your huge donation of toys, limousines and time. Such
a success it was that the staff have already marked their calendar for
us to return this year on Monday December 13, 2010.

ALL MEMBERS: Important information for those traveling I-95.....
“ Maryland SafeZones Automated Speed Enforcement pilot
program has begun and is coming to the I-95 ETLs Project.
The Maryland SafeZones program goal is to make work
zones safer for workers, drivers and their passengers. As
part of the pilot program, on October 1, 2009, mobile enforcement
vehicles (vans or SUVs) began rotating among work zones throughout
the state, including:
- I-95 between MD 198 and MD 212 in the ICC work zone in Prince
George 's County,
- I-695 at Charles Street in Baltimore County , and
- I-95 between I-895 and White Marsh Boulevard in Baltimore
County
In the upcoming weeks, the MDTA will place signs in the I-95 ETLs
work zone to alert drivers of automated speed enforcement use. Crews
will place a “speed trailer” to display the posted speed limit and
drivers' speeds in advance of the enforcement vehicle. If
your vehicle is traveling at least 12 miles over the posted speed
limit when you pass the enforcement vehicle, you may receive a citation
in the mail – the speed limit on this portion of I-95 is 55 mph.
The District Court has set the amount of the civil fine at $40. For

ALL MEMBERS: Once again we have blazed our continuing path through the halls of our
state capital making presentations to House Representatives and the PA
Public Utility Commissioners.
From the comments we received during our
meetings to the follow up briefing after our long day, I can assuredly
state that we made significant headway in our efforts. We have secured the
commitment of many that agree on allowing only PA PUC regulations be the
only regulations statewide. Once successfully submitted before the legislative
bodies, the Philadelphia Parking Authority would only provide enforcement
of these statewide issued regulations that have been properly formulated
and promulgated through the present rule making procedures. Special thanks go
out to the following members who sacrificed yet another business day
to sustain the livelihood of the industry:

There will be follow-up
meetings scheduled at the request of several we met with yesterday.
During those meetings, it would be my hope that many more would avail themselves
to this endeavor as the single most comment made by legislators was: "where
are the operators from Philadelphia who this would have the greatest affect
on"?
Yes, where
were the fellow members from Philadelphia or those who do most of
their business within the city limits?
This is a question that must be
answered with a "count me in for next time and all times in the future".
Without this demonstration of strength, we weaken our efforts in demonstrating
the travesty our industry has been suffering under since the regulation
implementation of the PPA. Without this commitment from those within and
the association or not yet members of this great association, we will quickly
fatigue those who continue to "Walk On Harrisburg". Without the commitment
to get involved in the simplest of task to write, call and meet with your
representatives, we will not get our message out loud and clear. Next time
you see one of the above individuals, give them a handshake or note of
thanks for their desire to see our success place an average of $10,000/year
back into your company pockets once we no longer pay the excessive fees
to the PPA.

Our legislators are still wrestling with the State budget but
we must keep our efforts in the forefront of their minds

Newark Airport - New Parking Lot Technology
Good Afternoon Barry,
Your contact information was
forwarded to me from my Julio Pereria. My
name is Michael Chisolm and I am the Supervisor of Parking Operations
here at Newark Liberty. I wanted to take a second to share
with you the details of a few new technologies that we
are implementing here at the airport which should make the exiting
for your members much more convenient.
The first technology is the implementation
of cashier-less or unstaffed lanes. We have officially implemented this technology
into one of our "mini-plazas" located in the short term parking
lots this week and we will be expanding this to other lanes in
the coming weeks. We have implemented this technology into
the E-Zpass lanes and they allow for automated processing transactions. As
an example, the average transaction time for these lanes if generally
45 seconds. This new technology has shaved these transaction
times to 10 - 15 seconds. If your members are parked in
the short term lot, they can start using the unstaffed
lanes with their E-Zpass at Mini Plazas 3 now.
The second technology is one
that most of your members will be familiar with: Pay-on-Foot or Pre-Paid machines. The
first machines should be installed by mid-July in Terminals A
and C. The difference between these machines and the ones
that were here in the past is that credit-card will be the only
accepted method of payment. Once the fee is paid, the driver
will be able to utilize one of several Express Pay lanes that
we plan to open, which should again cut down on their exiting
times. Some of these new machines are installed at JFK
and they have reported transaction times of 10 seconds.
